ANNOTATION: "[T]he impact of all the tier programs on the recidivism of program participants for the latest groups of offenders tracked" is examined (p. i). Evaluated programs include the: In-Prison Therapeutic Community (IPTC); Substance Abuse Felony Punishment (SAFP); Pre-Release Substance Abuse Program (PRSAP); Pre-Release Therapeutic Community (PRTC); Sex Offender Treatment Program (SOTP); and the InnerChange Freedom Initiative (IFI). This report is divided into three parts: overview of the tier rehabilitation programs; results; and policy and program recommendations. Recidivism rates for IPTC, SAFP, PRTC, PRSAP, and SOTP, respectively, are 21%, 31%, 21%, 22%, and 23% for fiscal years 1997 and 1998.
