ANNOTATION: An evaluation of the first 16 months of the Home Detention Curfew (HDC) scheme is provided. Eight sections comprise this report: summary; introduction; an overview of HDC; HDCs first 16 months of operation; survey of prisoners released in HDC; cost-benefit analysis of HDC; reconvictions of offenders released on HDC; and conclusion. The Prison Service realized a net cost benefit of 36.7 million pounds by utilizing HDC.
