ANNOTATION: The effect of industrial, vocational, and apprenticeship training on employment and recidivism for minorities, as manifest by PREP (Post Release Employment Project) data, is investigated. A Cox proportional hazards model is used to test training impact upon the amount of time for men to be recommitted to the BOP. The research shows that there is a "much larger program effect for minority program participants who are otherwise more likely to be recommitted to prison" (p. 9).
