ANNOTATION: The effects of the felony drug provision of the Temporary Assistance for Needy Families (TANF) block grant program are examined. Sections of this report include: introduction; implementation of the lifetime welfare ban; impact of the ban on the national and racial/ethnic levels; considerable impact of the ban on lives of women and children, such as lack of transitional income and lack of access to anti-poverty resources; impact of drug policies; recommendations; and conclusion.
