ANNOTATION: The need to supervise all released prisoners is addressed. Sections of this report that follow an executive summary include: prison populations, release, and public safety; what determines release from correctional institutions?; what happens after release?; toward a more systematic approach; and recommendations. One key recommendation made is that one agency should be responsible for the supervision of released inmates -- the Board of Parole.
