Evaluation of Drug Testing in the Criminal Justice System in Three Pilot Areas

ANNOTATION: Observations from a preliminary evaluation of a drug testing pilot program are presented. Testing is restricted to heroin and cocaine use by individuals over 18 charged or convicted of "trigger offences," such a robbery, property crime, and specified drug offences. This report addresses key points, the pilot program, police pilots, probation pilots, effectiveness issues, management lessons learned, and other suggestions.
