Dying Twice: Conditions on New York's Death Row

ANNOTATION: An evaluation of the punitive segregation model (one that is based upon punishing inmates for violating prison regulations) utilized in the Unit for Condemned Persons (UCP) is presented. Sections of this report include: a description of the UCP; inmate concerns; analysis and recommendations; and concluding remarks. The report supports the premise that those individuals awaiting execution should enjoy the same rights and privileges given to the general prison population; inmates on death row should not suffer an imposition of hardship if they have not violated any rules.
