ANNOTATION: The effectiveness of prison-based work-related programming is examined. The following parts comprise this report: introduction; background; review of evaluation literature on correctional programs; prison programming -- inventories in seven states; strategic opportunities for improving and expanding correctional programming; key policy targets; and conclusion. This preliminary investigation provides tentative support for linking prison-based programming to reduced recidivism and increased employment opportunities.
