ANNOTATION: The current and future use of secure confinement for the largest population of imprisoned juveniles in the U.S. is discussed. Sections of this report include: executive summary; introduction; youth facilities -- detention, Proposition 21, local facilities such as probation camps and ranches; out-of-state placements, California Youth Authority (CYA); new controls on probation placements; and planning for future capacity; and conclusion.
