ANNOTATION: The repercussions of correctional officer shortages and labor agreement provisions within California are explained. The following sections comprise this report: executive summary; introduction; audit results -- overtime costs are being driven higher by the unmeet need for correctional officers which negatively impacts fiscal and safety concerns, and a fiscal burden and limited management control have arisen due to certain provisions of the new labor agreement; recommendations; and responses to this audit.
