ANNOTATION: The impact of the federal Truth-in-Sentencing (TIS) grant program at the state level is investigated. Four chapters follow an executive summary and overview: varieties of TIS; influence of federal TIS reforms on states' sentencing systems; analysis of the influences of changes in sentencing practices on prison admissions and prison populations; and methodology. The TIS grant program had little effect on sentencing reform.
