ANNOTATION: Improvements since the first report was released in 2000 are documented. This report contains the following sections: introduction; the scope of the review; the members of the Governor's Task Force; overview of Task Force procedures; overview assessment of progress made since 2000; and Task Force findings and recommendations. While there are still challenges to address, overall, "great progress" has been achieved.
