ANNOTATION: An outcome evaluation of drug courts in Dallas, Jefferson, and Travis counties is provided. This report is comprised of the following sections: perspective on drug courts in Texas; process evaluation of selected drug courts (completion rates between 47-57% resulting in more costs than other outpatient programs but less costs than residential treatment); outcome evaluation (offenders who completed programs had a re-arrest rate of 28.5 and an incarceration rate of 3.4% compared to corresponding rates for non-participants of 56.8% and 26.6%); and conclusions and recommendations.
