Eight chapters comprise this manual: why comprehensive juvenile detention planning is needed; guiding principles; getting started; Stage One -- document and describe the current juvenile detention system; Stage Two -- identify local juvenile detention goals; Stage Three -- define the reformed system; Stage Four -- identify cost of reforms, resources needed, and barriers to reform; and Stage Five -- finalize and draft the action plan.
