ANNOTATION: The need to strengthen policy environments ("the quality or nature of government processes, capacity, and culture") in order to guarantee safety, security, and access to justice for all of those in poverty is discussed. (p. 2). Topics addressed include: why focus on the policy environment?; where is authority in the policy environment?; how can empirical base bolster each of these strategies?; empirically based reform -- the examples of rape in South Africa and pretrial detention in Russia; and the role of NGOs in empirically based reform.
