ANNOTATION: Trends specific to this state for drug policy enforcement and imprisonment are reviewed. Sections of this report include: introduction; summary of findings -- state and county; sidebar discussion regarding the 30% reduction of low level drug possession prison admissions in 2001 in combination with rising drug possession arrests due to Proposition 36; summary of findings -- incarceration in California counties; county drug arrests; imprisonment, and crime trends -- 1980-2000; discussion; and conclusion -- there is no discernable impact on California crime rates due to law enforcement strategies based on deterrence or incapacitation.
