ANNOTATION: Problems related to the misuse of child welfare and juvenile justice systems for access to mental health services are addressed. Sections of this report include: results in brief; background; while no formal tracking occurs, available estimates indicate that many children were placed with the State -- primarily adolescent males -- to access mental health services; multiple factors influence decisions to place children; States have developed a range of practices that may reduce the need for some mental health-related child welfare and juvenile justice placements; conclusions; recommendations; and agency comments.
