ANNOTATION: An examination of the "policy context surrounding Maryland reentry, the characteristics of Maryland's returning inmates, the geographic distribution of returning prisoners, and the social and economic climates of the communities that are home to the highest concentrations of returning prisoners (p. 1)" is provided utilizing data on incarceration and release trends. Some highlights from this report include: an increase of 300% in the number of prisoners between 1980 and 2001; a 200% increase in the amount of parolees; and Baltimore City being the community 59% of Maryland prisoners return to -- with 97% of all prisoners released remaining in Maryland.
