ANNOTATION: Case study results regarding the effectiveness of testing-and-sanctions programs or coerced abstinence for drug abuse by probationers are presented. This report has the following sections: executive summary; introduction; Los Angeles County; San Diego County; Santa Cruz County; conclusions and recommendations. While coerced abstinence could be a highly useful tool to manage probationers who abuse drugs, none of the counties studied "could reasonably be expected to make a major impact in the overall problem of illicit drug use among probationers" (p. 32).
