ANNOTATION: A second report regarding outcome results for participants of rehabilitation tier programs is provided. Evaluated programs are: In-Prison Therapeutic Community (IPTC); Substance Abuse Felony Punishment (SAFP); Pre-Release Substance Abuse Treatment Program (PRSAP); Pre-Release Therapeutic Community (PRTC); Sex Offender Treatment Program (SOTP); and the InnerChange Freedom Initiative (IFI). Three parts comprise this report: overview of the tier of rehabilitation programs, results, and conclusions and recommendations. Re-incarceration rates for IPTC, SAFP, PRSAP, PRTC, SOTP, and IFI graduates, respectively, are 5%, 5%, 21%, 19.9%, 16.7%, and 8%.
