ANNOTATION: Proposed options for ex-offender employment initiatives are supplied. Options are organized into the following areas: new prison population management strategies; cost savings generated by the new strategies; reinvestment of some of the savings in an employment initiative; development of an employment services program model for a community to which a large percentage of ex-prisoners return; additional investments to support the employment initiative; and obstacles to employment unique to people with criminal records.
