ANNOTATION: The "question of who has been most affected by the growth of the corrections system" is examined along with "how the impact of the decision to fund the prisons over schools has been concentrated among Americans with little education" (p. 5). Five sections comprise this report: introduction -- states continue to cut education funding; incarceration and educational attainment; the life time likelihood of education versus incarceration; recommendation -- reverse this reality by shifting resources away from incarceration into education; and methodology.
