ANNOTATION: The ability of just release mentally ill offenders -- adult and juvenile -- to obtain federal benefits is examined. This brief is comprised of sections regarding: the impact on recidivism and quality of life; federal programs; problematic federal rules; state flexibility in federal programs; restoring federal benefits such as Supplemental Security Income (SSI), Social Security Disability Insurance (SSDI), Medicaid, Temporary Assistance for Needy Families (TANF), food stamps, and veterans' benefits; state and local initiatives to restore benefits; and strategies for advocacy.
