ANNOTATION: The effectiveness of the DDAP to produce "the same outcome as more invasive efforts at less cost and in a more humane, less stigmatizing manner" is investigated (p. 3). This report is divided into the following parts: general issues and trends; historical context of juvenile justice in Philadelphia; DDAP; background and scope of the evaluation; findings -- racial disproportionality, net widening and appropriate referrals, offense type, court appearances, final case status, system reform, and juveniles' perception about DDAP; and recommendations and concluding remarks.
