ANNOTATION: Findings from studies of a high intensity substance abuse program are presented. This report is divided into the following sections: executive summary; introduction; methodology; results according to program characteristics, offender profiles, pre- post-program assessment, institutional outcome, and release and readmission outcome; and discussion of overall program assessment, evaluation questions, potential cost savings, study limitations, and future research. Overall, HISAP positively impacts participating offenders.
