ANNOTATION: A policy brief that "summarizes and analyzes the data and findings [regarding Californias Three Strikes law] from a variety of criminal justice agencies and research entities whose work is national in scope" is provided (p. 4). Key findings are: the law has impacted the size and scope of the states prison population; the law has a disproportionate effect on people convicted of non-violence offenses; African Americans and Latinos are disproportionately impacted; Three Strikes has not been associated with larger drops in crime; Three Strikes has had a significant fiscal impact in California; and Three Strikes has impacted the children of prisoners. Overall, Three Strikes has failed to deliver on its promises.
