ANNOTATION: The economic impact on rural communities of prison construction and operation is examined. Sections of this report include: abstract; introduction; the spacial and temporal distribution of persons in the U.S.; the impacts of rural state-prison development; and summary and conclusions. The authors "found little evidence to support the conclusion that prison impacts were significant enough to foster structural economic change" (p. i).
