ANNOTATION: U.S. Marshals Service (USMS) district office management of prisoner medical care is examined. The following sections comprise this report: executive summary; introduction; internal controls over outside medical care coordinated by districts are inconsistent and in some cases nearly non-existent; the USMS is incurring millions in unnecessary costs for outside medical care; internal controls over in-house medical care at jails and emergency care procedures in USMS cellblocks need strengthening; tracking and monitoring of communicable diseases is not consistent if done at all; and secure transport of federal prisoners to and from health care facilities is jeopardized by ill-managed contract guard operations.
