ANNOTATION: Challenges faced during the design and implementation of the Offender Reentry Program (ORP) at the Suffolk County House of Correction (Boston, MA) are addressed. Sections of this report include: executive summary; introduction; ORP -- program elements, design issues, setting, eligibility, selection, and timing, participation in the ORP, and outcomes; prospects for reentry -- lessons learned; and conclusion. The recidivism within eight months of custody release is 13% for ORP graduates, 26% for nongraduates of the program, and 40% for the comparison group.
