ANNOTATION: The literacy skills needed to succeed in three accredited general offending behavior programmes (e.g., Think First, Enhanced Thinking Skills, and Reasoning and Rehabilitation) are assessed. Sections of this report are: key points; definition of literacy; national standards for adult literacy with examples of levels; methodology; offenders' assessment results; reading and writing demands of the programmes compared with offenders' skills; speaking and listening demands of the programs; extent and analysis of mismatch; mediating literacy demands; and conclusions and recommendations. The evidence suggests that the programme literacy demands exceed the skills of many offenders.
