ANNOTATION: The incidence of high-risk inmate behaviors (e.g., tattooing, body piercing, IV drug use, and sexual activity) and sexual assaults are estimated. Sections of this report are an executive summary, introduction, methodology, results, discussion, conclusions, addendum regarding this agency's response to the "Prison Rape Elimination Act", conclusions and recommendations. Most high-risk inmate behaviors happen in medium/maximum facilities, with 1.6% of inmates overall being sexually assaulted while incarcerated (compared to the national average of 13%).
