ANNOTATION: The effect of six Alternative-To-Incarceration (ATI) programs for felony offenders on recidivism is investigated. Topics covered include: ATI programs included in the research; post-program focus; matched comparisons; how matching was done; measures of recidivism -- prevalence, incidence, and timing regarding re-arrests; analysis; findings; does post-release supervision matter? -- yes; does program success matter? -- no; conclusions; and policy implications. While felony ATI programs result in similar re-arrest rates as prison sentences or probation, ATI programs reduce re-arrest rates at the jail level.
