ANNOTATION: Changes in the practice of executing juveniles upheld by the U.S. Supreme Court in Stanford v. Kentucky (1989) are illustrated. Constitutional principles asserted by the Court's decision regarding Atkins v. Virginia (2002) provide the analytical framework.
