ANNOTATION: Ways to deal with a tight labor market are discussed. Some strategies to address labor market shortages due to demographic trends and demand for higher skills include: increasing the effectiveness of publicly funded training programs; encouraging employers and unions to take the lead in determining training needs; promoting alternative education and training opportunities; keeping older workers engaged in the labor force; and considering changing immigrant worker policies.
