ANNOTATION: Findings from an evaluation of drug testing pilot sites in England and Wales are presented. Following an executive summary, this report provides a discussion of: policy context; drug-testing provisions; methodology; testing on charge (or on-charge testing); drug abstinence orders (Dais) and drug abstinence requirements (Dares); license testing or under notice of supervision; and changes in trigger offense rates in pilot and comparison areas.
