ANNOTATION: Prison policies in swing states for the 2004 presidential election are examined to see if any light can be shed on the impact of recent prison growth or the potential for future creative reforms (p. 5). This report is divided into four parts: introduction; national perspectives on prisons and crime, health care, education, and disenfranchisement; the swing states of Pennsylvania, Ohio, the midwest, and the west; and conclusion and recommendations to return balance to the criminal justice system, restore the vote, and examine the role and influence of the Federal government.
