ANNOTATION: This brief reviews the "evidence that Defendants, in arbitrarily denying him [the Plaintiff] protection from rape, stated that they do not protect homosexuals, that homosexuals enjoy being raped and that a Black homosexual in particular should be able to fight off predators if he does not want to submit to rape, with the result that the Plaintiff was repeatedly molested by violent predators" for 18 months (p. 2).
