ANNOTATION: The Colorado Department of Public Safety's oversight of residential community corrections programs is evaluated. This audit report contains an executive summary and three chapters reviewing: services -- recidivism, service levels, employment and education, mental health services, restitution, fees, and fines payments of court-ordered child support, and monitoring and enforcement; supervision -- escapes, sex offender management, and medications; and community corrections administration -- expansion of community corrections, offender funds, program data, and implementation of prior audit recommendations.
