ANNOTATION: The implementation of BTC (Breaking the Cycle) and this program's impact on decreasing offenders' drug use are evaluated. This report addresses: what BTC is; who BTC serves; what the deterrent effect of drug testing is; general and specific deterrent effects of drug testing; what the impact of treatment participation is on drug users; the impact of sanctions on offender outcomes; and lessons to be learned. The drug testing component of BTC is cost-effective and clearly results in deterrence. BTC also causes proactive management of offenders.
