ANNOTATION: Observations based on a review of hostage negotiations carried out in January 2004 are provided. Ten findings are noted: the prison hostage incident was a potentially explosive and perilous situation; negotiators were extremely skilled; there was no discernable coddling of inmates; negotiators were replaced as needed; the command center exercised appropriate restraint and good judgment; the use of family members in the negotiation was beneficial; a couple of inmates were skeptical that promises would be kept; prison operations were managed effectively during the crisis; promises made by the administration were honored despite community criticism; and the hostage negotiation ended with a peaceful surrender with no loss of life.
