Rehabilitation of Prisoners, First Report of Session 2004-05: Volume I, Report, Together with Formal Minutes [and] Volume II, Oral and Written Evidence

The effectiveness of prison rehabilitation programs to reduce re-offending is investigated. Volume I is divided into two parts: the situation to date -- introduction, the context of rehabilitation, recent government initiatives, and conclusions; and the challenge of the future -- initial assessment, increasing ex-prisoners' opportunity to work, education, addressing offending behavior, remand prisoners, short-term prisoners, drug treatment, women prisoners, young prisoners, prisoners from minority ethnic and religious groups, mental healthcare in prisons, resettlement, overall conclusions, and recommendations. Appendixes to Volume I include: background information and definitions; international legal standards for teh treatment of offenders; prisons visited by the committee; the committee's Prison Diary Project; the German and Swedish rehabilitation systems -- general comparative statistics; offending behavior programmes; legal regulation of prison work; HM Prison Service production workshops; and formal minutes. Volume II contains transcriptions of oral evidence and copies of written evidence. While re-offending rates (based on rates of reconviction) are decreasing, the rate is still too high (a reconvictions rate two-years post-release of 60%). Accession Number: 020190
