Incarceration of Youth Who Are Waiting for Community Mental Health Services in California

ANNOTATION: The responses of California juvenile detention facilities to a national survey (2004) that "assessed the inappropriate detention of youth with mental illness" are analyzed (p. i). Five sections follow an executive summary: introduction; methods; findings; potential for underestimation; and conclusion; Some of the findings are: children as young as eight are incarcerated while waiting for mental health services; waiting youth have attempted suicide or attacked others; California detention facilities do not, in general, have adequate services to provide care to waiting youth; and over $10 million is spent a year by juvenile facilities to house waiting youth in California
