ANNOTATION: An examinations of whether the current policies surrounding the Lifer Law ("life means life") are "fair, rational and cost-effective" is presented. Sections of this report include: introduction; multiple views on the meaning of life -- the law then (1941) and now, the view from the bench, the view from other states, the view from inside, and a review of the relevant facts; and profiles of 15 prisoners. Overall, the evidence shows that eligible lifers should be paroled.
