ANNOTATION: The Interstate Compact on Adult Offender Supervision (ICAOS) is analyzed. Topics discussed in this article include: compacts and federalism -- the origin of compacts, compacts, federalism and state sovereignty, and the dual nature of compacts (as binding contracts and state creations with national effect); and ICAOS -- fundamental flaws in the 1937 Compact, a new structure to address old problems, and why the ICAOS model is important for the future.
