ANNOTATION: A second evaluation of "recidivism rates, offender profiles, and a broad picture of the operations of YOS as observed from the perspective of the residents, staff, treatment providers, and administrators" is provided (p. ix). Sections following an executive summary are: introduction; methods; program and education findings according to changes of YOS residents over time, youth going to YOS, recidivism, programming, and education/vocational; administration and personnel; special issues; and recommendations. The YOS program has a revocation rate of 18% and a two-year recidivism rate of 32.9% (which is lower than the return-to-prison rate).
