ANNOTATION: Access to information about FEMA's (Federal Emergency Management Agency) "concept for developing risk-based, all-hazard emergency operations plans" (EOP) can be found at this website (p. 1). Seven chapters comprise this guide: preliminary considerations regarding an EOP; the planning process; the EOP format; basic plan content; functional annex content; hazard-unique planning considerations (e.g., natural disasters, terrorism, chemical agents, and radiological hazards); and linking federal and state emergency response operations.
