ANNOTATION: The use of graduated sanctions which "has become the predominant conceptual framework for organizing interventions with juvenile offenders" is discussed. The utilization of the graduated sanctions model is illustrated by its utilization by three demonstration sites -- Dayton (OH), San Jose (CA), and St. Joseph (MO). Dayton uses a 24/7 centralized intake, screening, assessment, and processing intervention center. A juvenile mental health court is an approach utilized in San Jose. "Creative" restorative justice models and "strength-based programs that emphasize court diversion" were implemented by St. Joseph.
