ANNOTATION: Key elements of SVP (sexually violent predator) laws are compared. Sections of this report are: summary; state comparisons -- breadth of civil commitment law and release/discharge decision; costs of SVP laws; program descriptions and commitment data table; program costs as reported by states table; other state SVP comparison surveys; and contacts. Seventeen states have SVP laws resulting in a total national operating cost of $224 million.
