ANNOTATION: Information regarding an "intensive, rigorous, highly structured and disciplined program for carefully selected, non-dangerous drug and property offenders," the Challenge Incarceration Program (CIP) is provided (p. 1). CIP is comprised of three phases: six-month institution phase; six-month intensive surveillance community phase; and six-month community supervised release phase.
