ANNOTATION: The effectiveness of Community Corrections Act (CCA) diversion programs compared to similar alternative sanctions and the characteristics of CCA programs that significantly reduce recidivism are examined. This report is comprised of the following sections: introduction; methodology; results according to individual level, program level treatment effects, treatment effects by program type, program characteristics, and the relation of program characteristics scores with effectiveness; and summary and conclusions. CCA programs would impact recidivism to a greater degree if "true jail/prison diversions and higher-risk offenders" were better identified (p. 5).
